I was doing some thinking about Hoover and the FBI. It is said, that he had dirt on everyone of importance. Assuming that is correct, and considering how they seem to be dirty, or at least some are, it would seem to me that it would be a great little blackmail engine, especially if you had access to all of Hoovers previous digs. It suggests to me that you could blackmail whole families for generations if you knew their REAL past. Sort of a never ending extortion scheme. Obey orders or we expose your true family history. It could be rather, incentivising.
