Not saying it's impossible. But honesty, cold weather is typical of the stereotypical winter season. -20 is nothing we've never seent before.
You do know that it takes 10 or moar inches of snow to typically melt into one inch of water, right?
Also. Spring is still a long way off, and every bit of that snowfall could easily evaporate far sooner than that times arrives.
Usually when the flooding happens in the spring it is not the result of snowfall being melted, but rather the ground not capable of absorbing the sudden amounts of rainfall being dumped down from the sky. They ground does not have the vegetation yet for the year, which acts to soak up the saturating waters from above. As the plants grow, their roots will expand underground, essentially aerating the soil in the process. This allows for a more spongy ground, moar capable of water absorption.
If anything, the snow can help the soil, in may ways. Although it does compact the ground during the process, it does provide waters that will be essential to next season's life n' what-not

The fact that they had to brainwash children into believing their lies should make this no less than a crime against humanity, but still within the complete realms of a genuine fraud.
If it were up to me, I would expose the crime for all to see, while seizing the finances and assets of every last person involved in such the elaborate crime as this. Then, I would take the seized assets, liquidate, and restore order to the many victims, whom were each defrauded by this one of these many con-jobs.
Unfortunately, it is not up to me. If it were, I might be privy to knowledge that I do not otherwise have now, which may or may not result in any hesitation. Hesitation, is not necessarily so if plans are formulated and acted upon accordingly.
