Texas Launches Gold-backed Bank, Challenging Federal Reserve

The State of Texas is setting up a gold-backed bank that will allow depositors to bypass controversial Federal Reserve System and its fiat currency in banking and commerce, according to the state representative who authored the recently enacted law. SECTION 1. Subtitle C, Title 10, Government Code, is amended by adding Chapter 2116 to read as follows:
CHAPTER 2116. TEXAS BULLION DEPOSITORY
SUBCHAPTER A. ESTABLISHMENT AND ADMINISTRATION OF TEXAS BULLION DEPOSITORY . . .
SECTION 11. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2015.
