The House and Senate allocate funding. Outside of a serious change in the US's diplomatic relationship with a foreign nation that Congress has allocated funds for, that money gets shoveled into the Bureaucracy Congress designated to dole out the funds. POTUS might be able to slow walk the funds but that's about it.
Further, most of the money "given" to Kikeland is designated for purchasing US arms and weapons system. It's just another way for Congress to slosh money into the Military Industrial Complex. It's not like the Congress just cuts the Fov. of Kikeland a check and says "Enjoy". And finally all of these appropriations are for multi year time periods, usually 5 years with the majority at the back end. That way FUTURE Congresses can change things. Really should learn how shit works before sperg like an ignorant moran.
