There are electrical currents coming into the global electric circuit at both north and south poles. This is what generates weather on Earth. Along with electrical charges redistributing themselves accordingly across the the planet.
I'm not saying that this weather cannot be modified and/or manipulated.
But if these weather patterns appear to be "some kind of vortex manipulation" to you, you should probably understand the functions and mechanism responsible for the weather, itself.
Just sayin'.
