Economics. We burn our fossil fuels clean and efficiently, but we still USE a lot of them.
Without Western demand, fossil fuel prices would drop significantly leading to rising consumption in other nations, nations who produce higher emissions per fossil fuel unit burned.
In short fossil fuel consumption globally would not drop very much, but those increasing their consumption would create higher level of emissions than the West's consumption does.
Add the fact that China is build s shite tonne of new coal plants this year, and Kerry's 9 years is irrelevant.
