Looks like he was using the concrete areas or road as a makeshift runway.

imo I think he might've been trying to save the plane in a deteriorating situation, it might've worked out better if he had ditched it in the water.
Ending up in the cold water in winter even in a harbor is not particularly nice proposition though.
Not sure whether pilot or someone on the ground was the fatality.
Large roads / dockside concrete areas do make a useful emergency landing strip.
Small single engine planes don't need much space to land.
