And the US wanted Snowden back (or said so). Putin could humiliate the last admin by giving Snowden shelter. Or maybe, things are not what they appear to be…and maybe we will know someday or never…

They don't want to present this memo. IMO either Trump will present this -openly or through channels- or the people will wait forever and beginn to distrust the Trump admin, if they can't enforce CHANGE. If this admin could not prove progress soon, people could lose trust. This would be damaging. Therefore Trump needs to act (soon) and he will.
And he said that the US is run by men in dark suits, iirc.
