Just because it wasn't Trump and his administration that did some terrible things, doesn't mean the rest of the world wouldn't hold the US responsible. Trump is trying to avoid WW3, not start it on different terms than HRC wanted.
One of the reasons they thought nobody would challenge them is because so much of the country/world is in SO deep.
