Why target a blue state which most in the country have no emotional connection? When I lived there, no one cared when we were hit with anything. Better to target one located in the mainland.
The unemployment rate is a bogus measurement. If it was really sub-5% let alone sub-4%, wages would be skyrocketing because employers would go into bidding wars to fill their jobs.
