Cardinal Luis Antonio Tagle is now a member of the powerful Administration of the Patrimony of the Holy See

Pope Francis appointed two of his closest allies from the developing world, including evangelizer-in-chief Cardinal Luis Antonio Tagle of the Philippines, as members of the powerful body that acts as the Vatican’s central bank.

The Vatican announced on Monday, February 22, the appointment of Tagle and Cardinal Peter Turkson of Ghana as members of the Administration of the Patrimony of the Holy See (APSA).

Tagle, former archbishop of Manila, is prefect of the Congregation for the Evangelization of Peoples or “Propaganda Fide,” while Turkson is prefect of the Dicastery for Promoting Integral Human Development. Both have been touted as potential successors of Francis.

Their appointments come as the Pope continues to reform the scandal-ridden finances of the Vatican.

The APSA is the Vatican department “responsible for administering the real estate and movable assets owned by the Holy See,” to fund the Vatican bureacuracy.

Effective January 1 this year, the Pope transferred to APSA “the ownership of the funds and bank accounts, movable and immovable investments, including shareholdings in companies and investment funds, hitherto held in the name of the Secretariat of State.”

Veteran Vatican analyst John Allen Jr wrote in December 2020, “In effect, Francis took away the power of the purse from the Secretariat of State, traditionally the Vatican’s 800-pound gorilla, and transferred it to the Administration of the Patrimony of the Apostolic See (APSA), the Vatican’s central bank.”

The APSA has traditionally been a big part of the Vatican’s financial crisis, Allen explained. “Everyone in Italy knows that the dirty money in the north of this country goes to Switzerland, in the south it goes to Sicily, and in the middle it goes to APSA,” a lay Italian economist had told Allen. “APSA is the real problem.”

The Pope has named Tagle, often dubbed as “the Asian Francis,” to key Vatican posts – including his position as prefect of Propaganda Fide, in chage of spreading the Catholic faith around the world. Tagle is concurrently president of Caritas Internationalis.

In May 2020, the first Jesuit pontiff also broke tradition to raise Tagle to the rank of “cardinal-bishop,” making him the highest ranking Filipino bishop in history.

Most alarmingly, Dr. Levine has advocated for sex changes for pre-pubertal people, otherwise known as “children.”

A professor of Pediatrics and Psychiatry at the Penn State College of Medicine, Levine has given lectures in various settings since at least 2012 on how to perform sex changes and gender conversion therapy on children.

According to Levine, children ought to be given the latitude to choose their own gender. Levine has advised adults to “try not to force them one way or other [sic]” and instead to follow the child’s lead.

“For prepubertal children,” Levine said in a 2017 speech at Franklin & Marshall College, “they might present in different ways. They might present at school in the gender they were identified at birth, or they might present as the other gender, or they might be more gender-fluid.” Levine has described children as young as five or six as “knowing” which gender they wanted to be.

Once, however, the child reaches the “young adolescent” stage, Dr. Levine recommends puberty blockers, a practice which Dr. Levine apparently followed at Penn State Hershey Medical Center as Chief of the Division of Adolescent Medicine and Eating Disorders. In speeches, Levine describes prescribing puberty blockers and cross-gender hormone injections to children who expressed anxiety about the natural process of puberty.

Additionally, Levine has expressed doubts about the “controversial” requirement in some standards of medical ethics that patients receive psychological evaluations before undergoing such drastic medical regimens.

The current protocols for gender-dysphoric youth, Levine stated in a 2017 speech, outline a two-step process: the prescription of puberty-blockers during the first stages of puberty, and then, after continued counselling, the introduction of cross-gender hormones between the ages of 14 and 16. Then, around age 18, the patient may undergo surgery. But, as Levine noted, there are sometimes exceptions. In certain instances, Levine has said, surgical procedures may be performed on patients under the age of 18.

Levine, however, has noted that doctors may discard the protocol and significantly “accelerate” the process when dealing with “street kids,” who do not come into clinics with their parents, and who may be tempted to buy hormones off the street. In such cases, Levine said, doctors may skip the blockers altogether and go straight to cross-gender hormones, presumably at ages even younger than the 14-16 range described above. Though common in the past, the practice of foisting experimental medical treatments on vulnerable populations, especially minors, is condemned by most medical ethicists.

Bette Midler had no pictures of her wedding day for years, she revealed this week.

While appearing on Tuesday night's episode of Jimmy Kimmel Live, the Emmy Award-winning actress, 75, recalled her Las Vegas elopement to husband Martin Von Haselberg in 1984.

For a long time, the couple had no photos to remember their special day by. But five years ago, they got a sweet surprise in the mail.

"Apparently, there was a photographer there," Midler told host Kimmel. "When the Starlight Chapel closed its doors about five years ago, they sent us the pictures. We had never seen the pictures [before]."

Midler and Von Haselberg, 72, wed in a "spur of the moment" ceremony just six weeks after first meeting. The Hocus Pocus star said she was the one to ask the Argentinian actor to marry her.

Those poring over Supreme Court nominee John G. Roberts record will have such a tough time finding an ideology, writes TIMEs Nancy Gibbs. Given the uncertainty, his manner and habits of mind take on greater importanceand there is extraordinary consensus about his powers to win whatever argument he is in.

Roberts won 25 of the 39 cases he argued before the Supreme Court in his government and corporate jobs. All the selective readings of his case file obscured the point that he argued for and against affirmative action, for and against environmental regulations, argued that Roe v. Wade should be overturnedand then described it as settled law, according to Gibbs.

The burning question now, with (Sandra Day) OConnor gone, is, How will the court rebalance?, questions Gibbs. Justice Anthony Kennedy is more likely to take her place than Roberts.

In confirmation hearings that could be scheduled as early as September, No one expects Roberts to answer directly any questions that Senators may pose on abortion, gay marriage and other issues, writes TIMEs Karen Tumulty. Senator Sam Brownback tells TIME he will probe indirectly by asking Roberts his views of the Constitutionspecifically, whether it is a living document or should be interpreted according to the wishes of the framers. Brownback admits he is not likely to get very far that way and says he remains wary. And disappointed? Ask me in two years when he rules on some of these cases, Brownback says. Ill probably be ecstaticor really kicking myself.

TIMEs examination of Roberts quotes more than a dozen people who know him or his record:

Ken Starr, who remembers Roberts advice when he returned one day from arguing a case before the Supreme Court. Roberts, his principal deputy at the time, told Starr, then solicitor general, Ken, let me tell you, youre waving your arms too much. Roberts flailed his hands and arms to demonstrate to Starr what he had done in front of the justices. I looked like I was trying to take off, birdlike, Starr says, He was right, and I began disciplining myself to hold my arms behind my back, grab the podium and generally use my hands in less wildly gesticulating ways.

Gregory Garre, former colleague and fellow Rehnquist clerk, remembers Roberts racing around Hogan & Hartson with a white legal pad, jotting questions he might be asked and then answering them. I dont think he brought it to the supermarket, but he would have it with him in the office, and hed bring it home at night. He would amass 300 questions and answers for a major case.

Richard Garnett clerked for Rehnquist more than a decade after Roberts. If we heard that Roberts was going to be arguing, everybody would go down to watch because he was just that good. It was kind of like if you heard that Tiger was going to be hitting on your home courses driving range.

C. Boyden Gray, a White House counsel in the first Bush Administration, when the Supreme Court shut Roberts out 9 to 0 in a commercial case, recalls the clients ranting, How could we lose 9-0? Robertss self-flagellating response: Because there were only nine Justices.

Steve Glover, Harvard Law classmate, recalls, There were a few people on the Law Review that were social conservatives, very strong views about abortion, separation of church and state. John was not one of them.

Jack McCay, law partner of Roberts wife Jane and a friend, speaks of the couples adoption of John (Jack) and Josephine, born in Ireland 4 1/2 months apart. As frequently happens when you go through the adoption process, some of the efforts werent successful, and it continued for a time. But when the opportunity came along to have not just one but two kids, they took both babies without blinking.

Richard Lazarus, a longtime pal now a law professor at Georgetown, plays squash with Roberts. You need to know whether (the other player is) right-handed or left-handed because it dramatically affects your strategy. But Roberts is ambidextrous. Ive played (squash) with a lot of people over the years, including Scalia, says Lawrence Robbins, a fellow Harvard Law alum, and Johns the only one I know who can do that.

John McGinnis, a law professor at Northwestern University in Chicago, says Roberts knows so much about the current justices that Hes more prepared than any nominee in living memory to move right in and act like hes been there for awhile For a while, its going to be like having a shadow litigator up there. Hes going to be very sharp at finding the weaknesses of their cases.

Dorothea Liddell, Roberts 8th grade math teacher, has kept only his birthday in her birthday book among generations of students. I like to think it was an omen for wonderful things to come.
