If the Jaws had to be used to release the legs from the steering wheel/dashboard the jaws would have been used internally... inside the vehicle...
A little Logic applied there, and not rolling the vehicle upright is proper, and work would have been been done though the windshield also to prevent great injuries to Tiger.
