Trump didn’t fuck us over. He got fucked over by people he thought he could trust that were either bad actors pretending to be on his side, or turned at the last minute because they were comped and the cabal turned the screws.

Yes as POTUS he could order it, but he couldn’t physically do it himself. He was surrounded by traitors that disobeyed his orders. Should he have court marshaled them? Yes, but again he had knobody around him loyal enough to carry out his orders.
It’s quite simple, no POTUS has the power to declassify anything if he doesn’t know where the documents are or if they even exist.
They obviously weren’t as loyal to Trump as we all thought they were then were they? Or maybe just two men weren’t enough against all 17 agencies.
