If I remember right from, Jr. High School Civics class, Until FDR the State of the Union was a letter sent from the President to the Congress that was read before the two Houses. It wasn't until FDR that the President did the speech.
Biden doesn't actually have to do a speech. Obama can have somebody write a letter and send it to the two Houses in Biden's name and nobody can do anything about it.
