That prophesy was not about Rome II.

It was about Ancient Rome relative to Christ Jesus coming during that time.

The toes are the priests and the Sanhedrin who could not mingle with Rome,

but were yet part of it.

Rome ruled over Israel,

Jerusalem,

and had even chosen the high priest(s).

On their part,

the priests pledge to Pilate that Caesar was their king,

and not Christ Jesus.

Regardless,

Christ Jesus crushed the "statue" of outward Paganism by bringing the Gospel,

and He is the King of those believing Him,

and His Kingdom will never end.

 

As for Rome II,

that was mentioned directly by Daniel when he spoke of the "little horn" among the ten horns.

This figure was (and still is) the Antichrist.

It was also foreshadowed in Chapter 11 where it was speaking of Antiochus Epiphanes.

He was a type and foreshadow of the Antichrist for entering into the temple and setting up his abomination.

The Antichrist of the church age has been leading the fallen church,

which also has an abomination that makes them desolate.

And that is why the Apostles Paul and Peter came to be called the two columns of the Body of Christ.

Paul was the Apostle of the Gentiles (the West),

ministering to the Gentiles in the Roman Empire,

and ending his ministry in the city of Rome,

where he was slain for his Testimony;

while Peter was the Apostle of the Jews,

first preaching in Israel (the East),

and ending in Mesopotamia,

where he was slain for his Testimony,

outside the Roman Empire.
