I am not a psychartrist or have any clue in this field of science. But i think this picture says more about POTUS' empathic side.

I looks as if he noticed that he cant shake hands with that guy. So he decides to touch his face to compesnate that he cannot give him his hand, and to establish the body contact a handshake usualy would give.

It takes balls to touch a grown mans face, and shows the empathic side of POTUS.
