My guess regarding the proposed changes to the nuke launch protocols is that it's a way to invite the designated enemy (Russia and China) to go for first strike. If they know that a counter strike will take some time they might baited into risking it, in the hopes of delivering such a devastating blow that we wouldn't be able to retaliate in a meaningful manner.
