A warrant would be issued and an appropriate agency would be sent to arrest depending on what jurisdiction.
The theory is that an arrest of someone prominent would trigger 'mass awakening'.

The problem is that Obama likely 'pocket pardoned' everyone in his era for crimes they may have committed during his administration, therefore suspect would have had to commit crimes during the Trump era for them to be accountable without Obama's pardon.
Pocket pardons are not unsealed until a suspect is arrested which might explain why NO ONE wants to go after Obama-era criminals because they could all have these secret pardons. Then action would be career suicide.
Trump's FBI/DOJ/MI had to catch them all without Obama's secret pardon protection.
