Thank you both.
My hang up was I imagined there would be little if any time between the 2 events. The Unsealing and Arrest. But in Qs drop it sounds like the public(and the person being indicted) would be aware of one before the other. And if that was the case, my simple mind thought the person being indicted has a period of time to run or some way affect the case.
