The fact that Moses had to be hidden otherwise he would have been killed highlights the fact that the program of killing the Hebrew male children had not stopped, so this decree had been going strong for at nearly 40 years.
Moses grows up and at the age of 40 after killing an Egyptian who was beating an Israelite he fled Egypt. And went into exile.
There is also no mention of the killing of the firstborns having ceased, this now approx 120 years after it was first initiated. It is reasonable to assume that not all the male newborns were in fact killed as otherwise there wouldn’t have been any Hebrews left at this point but as we have nothing to say that it had stopped this assumption is still valid even if the effectiveness or at least the rate of execution wasn’t at 100 per cent.
Now rather than administering the judgement that he promised he would indeed minister God instead gives Pharaoh 9 further opportunities to change his mind and let the Hebrews go. This would also be 9 opportunities for the people of Egypt to see the power of God and follow him.
