I've been saying this since 1996 for fuck's sake. Just make it like jury duty you can't get out of. You get your notice and a plane ticket, you go to DC and you live in a gov't dorm with a random roommate. You eat in a gov't chow hall and go to work on a gov't bus. If you want to leave the Capitol complex you have to have a pass. When your time is up, you get a plane ticket home and the equivalent of a military pension with healthcare after honorably completing your service. Normal people without the opportunity to grift the system would end up making good laws and decisions hopefully.
