That is not how autists work. We do it all at the same time interweaving our efforts so that no observer can make sense of what the heck we are doing. Then, boom, boom, boom, boom the results start to appear like magic.
Clay soil land is cheap to buy. If you have a source of cheap sand nearby, and discarded produce/lawn clippings to compost, then clay soil can be built up and improved step by step, using intensive gardening techniques, deep digging, green manure crops. Also permaculture style techniques where you put some soil on top of the clay, cover with cardboard, and grow produce in that top layer. Add worms and eventually they move the rich soil down into the clay layer. Deep digging can speed up the worms work.
I think it is something that happened in the early days of the Mujahideen in Afghanistan during Charlie Wilson's war and the time Stanley Ann Dunham was stationed in Peshawar near the Afghan border.
I have been looking through old videos to see if I can see Hussein there. There were a lot of westerners there. American politicians, British journalists, French doctors from Medecins sans Frontieres. Note all three countries have red white and blue flags. Before 1991 the Soviet Union flag was red so I doubt this involves a Russian. But it could after 1991 if Hussein went to Chechnya where lots of foreign Islamic fighters went, and also a bunch of Ukrainian nazi types. I haven't looked at Chechnya because they were less into "tribal garb".
At one point I thought maybe his 1981 trip to Pakistan involves a side trip to Iran, but when I looked for photos I also did not see much evidence of tribal garb.
Many westerners photographed and filmed the mujahideen in the early Afghan days all over the borderlands of Afghanistan and Pakistan. And if you check red white and blue flags then Holland, France, Britain are possibles.
Of course, so is Serbia but I haven't dug into the Yugoslav war yet.
