I think I have a good decode on this. Nothing mind-bending, but here goes.

A list of the previous stages that got us here. Or a list of things that needed to happen previous to the stage being considered "set".
ele = election of a CIC who can implement the plan (DJT)
sec = establishing security around this CIC (private security to prevent JFK pt2)
dir = establishing direct control over intelligence (can't rely on c_a, etc.)
cap = establish capacity of intel ops needed for WW cleanup
The "cap" was the final piece to drop into place for me.
I just watched Mike Rogers farewell speech, and aside from him saying how much he loves movies (interdasting), what struck me is how he described the new mission that Gen Nakasone has in front of him: deliver capacity of services required for global operations. Q post was May 4. Nakasone took over May 4.
