I'm with you. There will always be a core of people who never accept it. To minimize that core you need something like South Africa's Truth And Reconciliation commission, or maybe the Nuremberg Trials. Little fish openly admitting their acts and implicating those above them, step by step. But this only happens if you have them all absolutely by the nuts.
