If someone's IP address is blocked, and they're not using a VPN, maybe try a mac address changer to see what happens.
I wonder, too, if they're just injecting straight into the database, IOW, they have database access. Could explain why they have IP/mac addresses.

If you give away database credentials bad guys can write directly to that. They can have a schema with poster's ip/mac address info and paragraphs of text prepared and add that directly to the database. They don't need a captcha, etc., they work directly with the database using SQL.
