Covid relief bill already passed the Senate.

House will vote Tuesday.

As for new VP in the event of Kamala becoming president the 25th amendment states:

"Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress"

 

Now who that will be? I don't know. Hopefully someone cool.

Correct. This is why the House is revoting Tuesday. But just to stick to your question, correct.

While this scenario is possible in the sense that anything is possible. I would think the Senate and House would put the business of electing a new VP before Covid relief. But to focus on your question I don't think anything happens. Constitution is clear, only the VP can break ties. Be quite foolish and unlikely for them to plan out a Kamala takes office scenario then get stuck in the Senate because they didn't think about a VP. Anything is possible though.
