I think there's a major IP blacklist on writes, including VPNs, to stop the spam bots.
The hackers probably aren't using mobile, or TOR/clearnet, so those are open.
I think the bots have direct access to the database that holds replies. They can inject numerous replies at once that way, so the first step to stop the bleeding is stop write access from compromised IPs. Tough part about commercial VPNs is those may be shared IPs, so if your using the same VPN node as a bot you're shut off as well.
