If i ran the mil. i would collect all the intel o the enemy.
then use that intel against
such as leak fake info one has traitored on them, preferably high ranking of course
i would seed thoughts i need implemented, all the while letting them think they are doing it and for their own good.
for instance, i need dc secured. let the use their dc riots to secure dc. then sweep in and control.
finaly if i was in charge of mil intel.
i would start a civilian brigaide for the public to follow. possible a few civilian brigaids while im at it.
