Yes, except it is actually "Toe the line" which means standing adjacent to a line on the ground with your toes almost touching the line.

The metaphor is not about a boat towing a line (rope) through the water!

Some anons have seen it wrong so many times that they have internalized the wrong figure of speech!

 

Toe the line

"Toe the line" is an idiomatic expression meaning either to conform to a rule or standard, or to stand poised at the starting line in a footrace. Other phrases which were once used in the early 1800s and have the same meaning were toe the mark and toe the plank.
