China Urges W.H.O. to Let It Run Global ‘Vaccine Passport’ System

 

Chinese Communist Party “experts” urged the World Health Organization (W.H.O.) on Tuesday to let China build and run a global database for “vaccine passports” documenting if every person on earth has received a Chinese coronavirus vaccine.

The Communist Party launched its domestic “vaccine passport” system Wednesday, despite W.H.O. officials urging countries not to implement such a system due to unequal access to vaccines and the variety in the quality of the available offerings around the world. The “vaccine passport” — A digital certification that confirms a person has received a coronavirus vaccination — joins China’s larger “social credit system,” which judges every citizen and awards them numerical “scores” based on how much the Party approves of their behavior. The behavior judged can vary from littering and volunteering, which result in respectively lower or higher social credit scores, to the display of public opinions either in favor or against the Communist Party.

 

China’s social credit system has prevented millions of citizens from traveling through banning them from purchasing airplane, train, or public transportation tickets. China is similarly limiting citizens who do not receive a vaccine against the Chinese coronavirus from widespread travel.

 

China’s Global Times, a state-run propaganda newspaper, proposed Tuesday that the Communist Party could build an international “vaccine passport” surveillance system in a week through its large technology companies. The proposal appeared to be a response to the W.H.O. explicitly discouraging countries from creating such a system.

 

“Chinese experts noted on Tuesday that China can help by sharing its experience with and provide technical support to the WHO to organize the issue,” the Times reported, “as China is the most experienced country in using a health code system in the world while the WHO is the most proper organizer for the matter to ensure independence, fairness and data security.”

 

The regime-approved “experts” cited in the article argued that, since China has been conducting mass surveillance of its citizens, violating their human rights, for years, expanding that system to the rest of the world would not present a major technological challenge.

 

“In terms of technology, I believe that Chinese companies can build an international platform in just one week,” one of those experts, the head of a Chinese organization identified as the “Information Consumption Alliance,” claimed. “The WHO can draft the rules, procedures and data format. China is very willing to provide support in sharing experience and techniques in setting up such a platform as the country has rich experience in this.”

 

China’s participation in a global health surveillance program would “guarantee public trust,” the newspaper insisted.

 

The Global Times did not express significant confidence in the possibility of the W.H.O. agreeing to such a deal, though the U.N. health body has stood accused repeatedly throughout the pandemic of allowing China to dictate how it responds to the virus, including spreading disinformation claiming the highly contagious virus was not transmissible from person to person. Instead, the newspaper cited other Chinese government observers who suggested that, rather than wait for the W.H.O., China should pressure other countries into bilateral vaccine passport agreements. The agreements would hypothetically lift travel restrictions between China and the agreeing country for individuals who can show documentation proving they have received a coronavirus vaccination.

China has approved two vaccines against the Chinese coronavirus. The first, by the firm Sinovac Biotech, was found in studies to be 50.38 percent effective in halting infections. The second, by the Sinopharm company, tested at 72.51 percent efficacy. The United States has approved three vaccines. The first, by Pfizer, tested at 95 percent effectiveness and the second, by the Moderna company, tested at around 94 percent effective. The most recently approved vaccine, developed by Johnson & Johnson, is believed to be 66 percent effective against any infections, including mild ones.

 

The Communist Party hopes to convince countries that, unlike the United States, have approved the use of Chinese-made vaccines to lift travel restrictions on vaccinated Chinese citizens, the Global Times noted Tuesday.

 

“Chinese experts said it is very possible and practical for China to start mutual recognition with countries that had approved Chinese vaccines, such as Malaysia, Singapore and Indonesia;” the publication reported, “or some neighboring countries that have practical needs for resuming exchanges, such as South Korea and Japan; or regional organizations such as the Association of Southeast Asian Nations; or any other country that is willing to cooperate.”

The growing global push out of Beijing for “vaccine passport” programs met with stern rejection from the World Health Organization on Monday. Dr. Michael Ryan, director of the W.H.O. Health Emergencies Program, warned that “real practical and ethical considerations” abound regarding the programs and urged countries not to consider them at the moment.

 

“Vaccination is just not available enough around the world and is not available certainly on an equitable basis,” Ryan contended, which would lead to “inequity and unfairness … further branded into the system.”

 

China’s “vaccine passport” program launched this week operates through WeChat, a Chinese government-controlled social medium that the regime heavily censors and uses to monitor its citizens. Individuals vaccinated will have QR codes available on WeChat that allow other nations to confirm their vaccination status. At press time, no other nation has agreed to access the certification, though Chinese officials will likely use the program to limit domestic travel.

 

Dictator Xi Jinping has attempted to sell the QR code system publicly since at least November. That month, Xi attended the virtual annual gathering of G20 nations, urging fellow countries to buy into China’s app program.

 

“We hope more countries will join this mechanism. We need to further standardize policies and establish fast tracks to facilitate the orderly flow of people,” Xi told fellow world leaders.

China already heavily restricts travel through the “social credit” system. The state brands individuals with low social credit “untrustworthy” and bans them from buying tickets to travel, even within the country, if their score is too low. As of March 2019, Chinese state media boasted that over 13 million people no longer had the right to travel within China thanks to that system.

 

“As of March, 13.49 million individuals have been classified as untrustworthy and rejected access to 20.47 million plane tickets and 5.71 million high-speed train tickets for being dishonest,” the Global Times reported in May of that year, without elaborating on the offending “dishonesty.”

 

Human rights activists around the world have warned that China uses the social credit system to limit the rights of political dissidents, religious groups, and others considered a threat to communism, rather than just individuals with records of crime.

LONDON – Britain plans to use its presidency of the Group of Seven economic powers to push for an internationally recognized system of vaccine passports that could allow world travel to resume, though Prime Minister Boris Johnson acknowledged Tuesday that the idea raises “complex” ethical issues.

 

The British government previously said it was not considering issuing vaccine passports to people who had been inoculated. But it has now set up a review into “COVID status certification” that will examine ways people can prove they don’t have the coronavirus, either through vaccination or by showing a negative test result.

 

The government said it would “look to introduce a system to allow vaccinated individuals to travel more freely internationally.” It added it would work with other countries through the World Health Organization, the G-7 whose presidency the U.K. holds this year and other bodies on “a clear international framework with standards that provide consistency for passengers and industry alike.”

 

“Introducing such a system also needs to be fair and not unduly disadvantage people who have yet to be offered — or gain access to — a vaccine,” the government said in a document outlining its plans to lift Britain’s pandemic restrictions. “That being the case, the government does not expect this solution to be available quickly, and restrictions like those in place across the world are likely to continue for the near future.”

 

The British government is also looking at how such proof might be used by employers, venue owners or organizers of large events. One option under consideration is using the National Health Service contact-tracing app, which millions of people in Britain have on their phones, to display COVID-19 test results.

Johnson said Tuesday that “there are deep and complex issues that we need to explore” before making a decision.

 

“We can’t be discriminatory against people who for whatever reason can’t have the vaccine,” he said. “There might be medical reasons why people can’t have a vaccine. Or some people may genuinely refuse to have one. I think that’s mistaken, I think everybody should have a vaccine, but we need to thrash all this out.”

US doctors propose ‘Vaccine Bill of Rights’ to protect citizens from forced shots

 

‘No one – not the government, employers, nor any individual – should maintain the authority to force anyone to get vaccinated, and a Vaccine Bill of Rights in your state will ensure that they don’t.‘

 

February 24, 2021 (LifeSiteNews) — With a push for vaccine mandates on the rise, America’s Frontline Doctors (AFLDS) has provided a tool to assist state law makers in protecting the rights and dignity of their constituents in the face of such intrusive, dangerous and unnecessary proposals.

The “Vaccine Bill of Rights” (VBOR) was composed “so that state legislatures can re-affirm their commitment to individual rights of conscience, assembly, and movement,” an AFLDS announcement states.

 

With this draft resolution, AFLDS encourages their readers: “You are now armed with the tools to fight for your freedom. THIS IS YOUR MISSION.” 

 

AFLDS urges everyone to contact their “state representative with a copy of the VBOR urging him/her to pass the resolution immediately.

 

In order to help facilitate the dissemination of this critical and urgent appeal to state representatives, the LifeSite Action Center has sponsored a nation-wide “Alert” on its Voter Voice platform, which allows constituents to contact their state legislators in one easy step using a single simple contact form. This system will automatically match citizens to their representatives’ email and / or Twitter accounts, and with a single click they can send their message to them directly. Calling the legislators’ offices is an option provided as well.

 

The VBOR first reviews how such an initiative is merely an actualization of established Constitutional law as well as federal law reflecting broadly recognized international norms as articulated in the Nuremberg Code of 1947.

 

The Nuremberg Code came about as a result of the post-World War II trials, convictions and executions of Nazi doctors who had conducted deadly experiments, without the subjects’ consent, on prisoners of war.

 

The Code’s first and most extensive principle provides the strict conditions for establishing voluntary consent, including that the individual may not be exposed to “any element of force, fraud, deceit, duress, overreaching, or other ulterior form of constraint or coercion.” In addition, they must have “sufficient knowledge and comprehension of the elements of the subject matter involved.”

 

One such necessary element of legitimate informed consent would include the fact that these experimental vaccines do not enjoy the status of being “FDA-approved,” but have only “a temporary Emergency Use Authorization as experimental (investigational) agents.” As AFLDS founder Dr. Simone Gold affirms elsewhere, this means one is being enrolled in a medical trial when they receive these injections which “almost nobody chooses to do” under normal circumstances when they are provided with this necessary information.

 

For these reasons and more, the VBOR confirms that it is a violation of federal law to mandate such substances (“21 U.S.C. §360bbb-3”). As the statute reads: “Authorization for medical products for use in emergencies … require … the option to accept or refuse administration of the product.”

 

The VBOR goes on to articulate those human and civil rights it seeks to ensure according to “six general categories of protections for individuals against overweening government and attempted interventions by private businesses and organizations.” These protections include the following:

No persons will be mandated, coerced, forced or pressured to take a COVID-19 vaccine.

 

No physician or nurse shall be asked by their employer to promote a COVID-19 vaccine.

 

All persons reserve the right, at all times, to determine what is in their own best medical interest without threat to their livelihood or freedom of movement.

Bill Gates Firm funded Genetics firm mining DNA data through Covid tests.

 

BGI Genomics—the Chinese Communist Party-linked genomics firm flagged by U.S. officials as “mining” the DNA of Americans—has collaborated extensively with the Bill & Melinda Gates Foundation, The National Pulse can reveal.

 

The company has recently come under fire following a 60 Minutes exposé on the company’s use of COVID-19 tests to “collect, store and exploit biometric information” on American citizens, according to former U.S. intelligence officials. What’s more, a recent Reuters article linked the firm to the Chinese Communist Party’s military.

 

In addition to the Obama administration enabling the firm to gain a foothold in the U.S., the Bill & Melinda Gates Foundation played a critical role in BGI’s American expansion.

 

In September of 2012, the Microsoft founder’s foundation signed a “Memorandum of Understanding (MOU) to form a collaboration on global health and agricultural development with the goal of achieving common objectives in health and agricultural development.”

 

The co-founder of BGI praised the agreement, celebrating the forthcoming “scientific breakthroughs in the areas of human, plant and animal genomics.” He also revealed that the collaborative efforts focused on sequencing genomes—the precise activity flagged for national security threats in the 60 Minutes segment:

China’s Communist government is collecting blood samples from 700 million men and boys to augment its massive surveillance operation targeting the country’s own citizens, a new report said Wednesday.

 

Police have fanned out across the country since late 2017 to collect enough samples to build a huge DNA database, according to a study out Wednesday by the Australian Strategic Policy Institute, the New York Times reported.

The database would enable authorities from the hardline Chinese Communist Party to track down any man’s male relatives using only that man’s blood, saliva or other genetic material, the paper reported.

 

And an American company, Waltham, Massachusetts-based Thermo Fisher, is lending a hand, selling testing kits to the Chinese police that specifically meet their demands

.

US lawmakers have criticized Thermo Fisher for selling equipment to the Chinese authorities, but the company defended its deal.

 

The company said in a statement to the Times that its DNA kits “are the global standard for forensic DNA testing” and that it recognized “the importance of considering how our products and services are used — or may be used — by our customers.”

The US company sells DNA kits to law enforcement agencies in other countries as well.

 

But the project is viewed as a major escalation of China’s efforts to use DNA tracking to control its people.

 

The government had already been tracking ethnic minorities such as the Muslim Uighurs and other groups perceived as hostile or a threat to the party, according to the study.

It would also enhance the country’s already sophisticated surveillance operation, which includes high-tech cameras, facial recognition and artificial intelligence to clamp down on anti-government activity by groups or individuals.

 

The police say they need the database to catch criminals and that donors consent to handing over their DNA — a questionable claim in a country where even peaceful dissent is not tolerated.

Human rights groups within and outside China decried the beefed-up surveillance.

 

“The ability of the authorities to discover who is most intimately related to whom, given the context of the punishment of entire families as a result of one person’s activism, is going to have a chilling effect on society as a whole,” said Maya Wang, a China researcher for Human Rights Watch.

 

And those who have been forced to provide samples say they had no choice.

 

The authorities told Jiang Haolin, 31, a computer engineer from northern China, that “if blood wasn’t collected, we would be listed as a ‘black household,’” he said, and he and his family would lose benefits such as the right to travel and go to a hospital if they were sick or injured.

 

But China insists the DNA collection is the result of violent crime.

 

For example, for nearly three decades, the police in a part of Mongolia investigated the rapes and murders of 11 women and girls.

 

They collected 230,000 fingerprints and scrutinized more than 100,000 DNA samples.

 

In 2016, they busted a man on bribery charges, the state news media reported, and a genetic analysis showed he was related to a person who had left his DNA at the site of the 2005 killing of one of the women.

 

That man, Gao Chengyong, confessed to the crimes and was later executed, the Times reported.

 

China already has the world’s largest collection of genetic material, totaling 80 million profiles, according to state media.

But the new effort to build up a national database of males’ DNA broadens those efforts, said Emile Dirks, an author of the report from the Australian institute.

 

“We are seeing the expansion of those models to the rest of China in an aggressive way that I don’t think we’ve seen before,” Dirks said.

Thermo Fisher buys Mesa Biotech for $450M to bolster rapid point-of-care testing

Thermo Fisher Scientific on Tuesday announced it will acquire privately-held molecular diagnostic maker Mesa Biotech for $450 million in cash, with the potential for an additional $100 million upon the completion of certain milestones. The deal is expected to be completed in the first quarter of this year.

 

The acquisition adds Mesa's PCR-based Accula rapid point-of-care test platform for SARS-CoV-2, Influenza A and B, RSV and Strep A to Thermo's portfolio of tests.

 

Mesa, with 500 employees and 2020 revenues of about $45 million, will help Thermo Fisher meet the continuing demand for COVID-19 testing as well as scale and develop POC tests for other infectious diseases, COO Mark Stevenson said in a statement.

 

The Mesa buy is Thermo Fisher's second major acquisition in less than a week.

 

The company announced on Friday that it bought Novasep's viral vector manufacturing business for approximately $880 million to meet growing global demand for cell and gene vaccines and therapies.

 

Thermo Fisher shares were up more than 1% in late morning trading following Tuesday's announcement.

Mesa Biotech's Accula SARS-CoV-2 test, which provides results in 30 minutes, was among the first COVID-19 rapid tests to get FDA emergency use authorization in March during the early days of the pandemic.The technology was developed at Los Alamos National Labsupported by NIH grants from the National Institute of Allergy and Infectious Diseases and the Western Regional Centers for Excellence in Biodefense and Emerging Infectious Disease programs.

 

Since then, Mesa Biotech's Acula handheld testing platform has received FDA's clearance for the diagnosis of other infectious diseases. The company last month secured 510(k) clearance and a CLIA waiver for its Accula Strep A molecular test, making it the third POC diagnostic test on the Mesa Biotech Accula platform to receive the agency's clearance and a CLIA waiver, following tests for Influenza A/B and RSV.
