I think there is more encoded on this image, based on the color groupings and arrangement.
The blue pallets show that they were all painted at once, while stacked. The darkest was on top, next darkest was below it, etc. Look that the color pattern on the lighter blue pallets: they were clearly receiving paint that only passed through the gaps in the pallets on top.
It's possible that the red pallet was on the bottom, with 6 pallets on top. Blue paint sprayed from above, gradually getting lighter.
Not sure if the 2 lightest pallets are "white", meaning we have 4 blue, 2 white, and 1 red.
Someone with better spatial intelligence / crypto skills please pick up what I'm laying down.
