Chances of it being a plane are slim to none.
No plane wreckage and the angle the plane would have to take would mean it was skimming over the tips of the blades of grass on approach. As for Rumsfeld's motivations, he hates America, wanted to cover up financial crimes, and wanted to start a war which is still going on till this day. Guy is pure evil.
