I think the May Flowers allusion (note the spelling) refers to new events that will occur (bloom) as a catalyst result of the affirmative actions that were taken in April ('April Showers').

 

I don't think it literally means flowers, or cryptic numbers, or anything like that. But then again, you never know. Lots of theories and cryptics.
