Just a thought… President can reactivate one or all former military at any given time, correct? If so, how about this:

Mueller-former Marine-reactivated in lieu of criminal charges. Mueller appointed Special Counsel to investigate Russia Collusion. Mueller knows where bones are buried. Mueller is investigating Clintons/Cabal. They have EVERYTHING now. Mueller will be the Military Prosecutor in the Tribunals. Am I even close?
