just put some shit into some batches of the regular flu vaccine
push flu vaccine hard
some people die horribly
moar panic
push even more flu vaccine, maybe even make flu vaccine mandatory or some shit because muh lock down

The double speak makes sense when POTUS simply talks about the vaccine in general.
This one doesn't, because POTUS would understand that the majority of his supporters aren't into this double speak thing and instead take the shots.
