This goes into my “MAKE IT RAIN" theory, which is a gambling phrase:
"MAKE IT RAIN" possibly refers to David Baazov, the King of Online Gambling. He was the former CEO of Amaya (AYA), which may be what Q team referenced here:

The lawsuit was dismissed. SHOCKER!
This probably relates to bad actors using online gaming chats for comms as well.
