I would say it's a powerful tool. It's stated purpose is to spy on foreign enemies. So that is absolutely needed in this day and age. Why? Because let's say U.S. shuts it down. You have now disarmed yourself of a powerful tool that enemies have no problem using. The problem was during Obama admin, they were completely lawless and unconstitutional not following the safe guards that protect innocent US citizens.
