I know its hard not to make it racial, but don't include the whites.. reps won't ever help anyone.. its just a temporary bribe, any amount that could actually be distributed would never "be enough" and if anything just functions as maintenance of bogus expectations on all sides, its basically just a funding on contemporary race baiting narratives, those who benefit the most promise to keep dividing.
