While I agree that the back side shows a protrusion that appear to be close, it doesn't account for the neck area, If you look at the photo with the white scarf, other than the side portion of her neck there doesn't appear to be anything in the front., so I thinking it might be a separate piece, or a custom piece connected to the back brace to prevent her head from jerking too far backward. If you recall when she was campaigning there was such an episode.

There is enough of a view of her neck almost to the trachea, to discount it. Looking at the Milwaukee the profile is much higher.
