That's actually very rare. Generally I have found if I'm not doing really dumb shit, I don't have to worry about the police. If you treat them like a human being first you will generally find a human being lurking underneath.

I agree, proper training is vitally important, but how do you train people to respect law and order and not constantly do dumb ass shit? Personally I think the Police show amazing restraint most of the time. Imagine having to deal with the absolute dregs of society, 24/7?
