What is "forgiveness in love?" Is it "loving" to give a human being everything they want? Is it "loving" to not hold them responsible for their actions, thus they never learn the correct path; so they become arrogant, selfish, odious individuals? Having the hammer come down on one's head is a fine motivator to learn the error of one's ways.
Forgiving does not mean not holding accountable. It is not loving to let people get away with their crimes.
There should be a set of punishment parameters for each type of crime, out of which the victim, or victim's family, gets to choose which punishment the victimizer will receive.
It's scary and sad and it's abuse of the mentally ill. They are mentally ill, and it should lawfully be considered abuse to help further their delusion.

In some ancient cultures, it was considered the victim's, or family's, right to enact punishment under the governing body since they were the one's victimized.
