Go back to around the "inauguration" and the clip where you heard Bidan say, "Salute the marines". Speculation was he heard that in an earpiece and just repeated what he heard rather than perform the salute as he was supposed to.
What's to say he isn't wired constantly and he was listening to his earpiece tell him what to do at the top of the stairs. He's pre-occupied with that, and also trying to process the change in hand rail height coming up and just lost coordination.
