The program has enabled the most powerful monsters on Earth to traffic children un checked through customs agencies, at times LITERALLY BOXED UP! They simply list the children as "live art," drug them, place them in their crates or wrap them in boxes and utilize the Art For Embassies Program to avoid customs scrutiny.
