The DEEP STATE is SENIOR EXECUTIVE SERVICE
High-level government employees. Mostly agency heads. Most of the people you see in that picture of the sour faces are Senior Executive Service. Many of the top level government positions can only be filled by SES members. It was created by Jimmy Carter in the 70s.
What's that saying? Keep your friends close but your enemies closer.
Trump was surrounded by the enemy and he thought he could trust their loyalty.
SES treats all elected positions as temporary while they, as lifetime employees of the state, are the real power.
That "worldview" is crucial to understanding how DC has become The Swamp. It's a literal coup.
Most if not all of the key players in Spygate are SES. And you can be sure they had a lead role in unseating Trump.
This is a clear and present danger.

Corney's higher loyalty is to his SES compatriots AND to the names and organizations (all British) you named.
