Fargo is about as dumpy a city as you'll find on the Plains so ain't buying that one.
Yeah, the biggest issue with Sac is similar to New Orleans: WTF were they thinking building a big city on a sea level flood plain?
I've driven through Sac in May (peak Sierra snow melt season) and I-5 was the only thing that seemed to not be under water.
