"We have everything."

NSA gathers all voice and data traffic at the Network Access Points. Stores it all. No need for an "everything" program.

I think aspects of the program were described by Snowden as PRISM, but if I remember correctly it runs deeper than what Snowden disclosed.

William Binney has discussed this, as well.

Program is called "Stellar Wind".

William Binney is the OG whistleblower.

NSA has everything. Regarding HRC's emails:

“Now what he (Mueller) is talking about is going into the NSA database, which is shown of course in the (Edward) Snowden material released, which shows a direct access into the NSA database by the FBI and the CIA. Which there is no oversight of by the way. So that means that NSA and a number of agencies in the U.S. government also have those emails.”

The facility in Utah doesn't hurt, either. Since you're a telecomfag, wasn't there a move from collecting meta data to collecting absolutely everything post 9/11? Are you sure it has been going on since the 80's. GWB passed legislation making it legal. TELCOs are now protected from providing information that was once illegal, but regardless, there is no need for a MSoft program called "Everything". NSA has everything.
