So if the humans can't consent to them controlling the land itself, they could stack/build things with rocks and control that?

 

Doing this could terraform the earth, divert water, and destroy livable spaces, etc. I assume even kill the animals an people who might've lived there, if any.

 

So they ran around piling up these rocks and making towers. Anon notices this space, on a topographical map, is the very beginning of the terrain that morphs into the Rocky Mountains.

 

Would there be any significance to anything that might be inside the hill?
