Q never said to trust Horowitz, neither did he say trust Durham, but there certainly was that sentiment. As for Horowitz, it all depends on Durham. No Horowitz IG report = No Durham investigation. The actions of Durham are built on the foundation of Horowitz. If someone goes to jail, that's because of the OG report. Interesting enough, one of the reasons Clinesmith didn't go to jail was because of the Horrowitz IG report:
