Why not use boats to remove cargo to free the barge?
If my truck is stuck with a load, unloading is mandatory after initial assessment.
Building a dock and crane and bringing trucks or birbs to offload seems counter-productive to a water-borne endeavor.
That much weight on that much barge seems structurally unsound for cables and winches and all that pulling around will damage the scow.
That is the sort of shit I would do when PANIC sets in, trying to flee the scene.
