If the state names were to be combined, it would mean Friends Reflecting the Sky or quite possible meaning Allies Joined in the Sky (Friends Joined in Heaven?).

In the Sioux Language (this Anon is of Sioux descent):

SOTA=REFELCTING THE SKY

The translation can have the actual meaning obscured if one follows the definition of the Siouxan word "sota" for "cloudy water". The meaning in all actuality should be "water that reflects whatever is in the sky" or "water with the Sky's reflection".
